You can’t do that unless you’re competent!

I often hear this phrase used across all professions, and in all sorts of situation in work, and I don't know or understand what they are saying. 

Can someone pick up a piece of equipment or start a clinical procedure (such as administering an IV infusion ) if they have never done it before and just ‘have a go’?

I'm sure your professional registration body would have something to say about this approach, and your employer too; what about the patient you were about to treat or carry out that task on for the first time?
